I can tell you how I run my stream, but my settings may differ greatly from yours. I use these settings for -literally- any game I play.

Intel Core i5-3570K OC @ 4GHz
Sniper G.SKILL 8Gb @ 1600MHz
PNY GeForce GTX 660
20Mbps/6Mpbs

Assuming you're using Twitch, just go for a 720p stream. 1080p is nice but also excessively taxing for little overall gain.

Video Encoding:
  • Use CBR
  • Enable CBR padding
  • Max Bitrate (mb/s): 2500

Audio Encoding:
  • Codec: AAC
  • Bitrate: 160
  • Format: 48KHz stereo

The broadcast settings on mine are set for Twitch, so if you're having problems there play around with the servers. A lot of times the reasons for choppy streaming is because of loaded servers.

Video Settings:
  • Base resolution: Custom 1920x1080
  • Resolution Downscale: 1.5 (1280x720)
  • Filter: Bilinear (fastest)
  • FPS: 30

Advanced Settings:
  • Use Multithreaded Optimizations
  • Process Priority Class: Normal
  • x264 CPU Preset: veryfast
  • x264 Encoding Profile: high
  • Use CFR

Settings as of Open Broadcaster Software v0.584b
