I'm an OBS Newbie: My monitor is a Samsung 16:9 4K TV and my PC is 4K. Within Settings / Advanced / Video, which Color Format (either NV12, 1420, 1444, RGB) should I specify/use in order to have the HIGHEST 4K Resolution?

Use the default, NV12. In all OBS, use the defaults. Change default values only, if you need to change a value, if you know what the resulting behavior will be, and the desired result cannot be achieved without changing that value. Keep everything at default, if you don't exactly know what it is.
Don't follow random youtube guides to set this or that setting to this or that value. The youtube videos don't have your specific configuration, your specific needs and most important: your specific hardware in mind. They represent the hardware and environment of the presenter, but not your hardware and environment.

Try to run OBS with the absolute minimum of changed settings.
