Question / Help setting the WIIU to 480p creates black screen and locks OBS

im trying to play around with the different device properties and it has 640x480 as an option so i dont know what else is the issue

the wiiu, my elgato and HDMI cords all pass the signal through just fine, its just OBS
 
even thinking that perhaps its the 16:9 option for 480 that the wiiu has which would be larger than the 4:3 option OBS allows when setting up capture card properties, so i set the WIIU to 4:3 480p then also in the Base Resolution i manually made that the 640x480

and it was still black, just now the black box was in 4:3
