Question / Help Setted encoding Kb/s Exceeded

Hi guys. I'm streaming at 1080p 30fps. So I setted video encoding to 3500 as OBS suggesing. Now while I'm streaming the kb/s exceed really often. So it go back and forth among 3500 and 3900. Some viewers told me that for them the stream is intermittent. I have not the chance to test this; when I look at my own stream I have no freeze or loading circle. I know with twitch there's a problem with the viewer connection that is they have less broadband than your upload.
I ask some clarification from experienced twitch users that know this kind of issues because I'm little confused generally on this point. But most I need to know if I have to low my encoding or not because to me this mean to lower the quality too and/or have some issues to keep 1080p. Thx

The bitrate at the bottom right of OBS counts for audio plus video bitrate. Show us OBS log? What your audio bitrate?
