Question / Help Set Webcam delay won't hold

I've set a 1500ms - 2400ms delay on my webcam/audio to sync with my capture card (usually has a 1500ms delay) the audio works fine but the webcam doesn't want to hold the delay, after about 3-5 seconds the webcam starts recording live and I need to refresh the webcam source for it to work again, and then it jumps back to live.

This is somewhat of a semi-known issue, but usually only happens with integrated webcams. I think I have a theory of why it's happening. Could you try plugging it in to a different port? Or rather, if it's in a USB 2.0 port, try a 3.0 port, or vise-versa and see if it makes any difference.

Tried it again today without changing the port and the webcam held it's delay during a preview for several minutes and didn't show any signs of catching up. If it happens again I'll try changing the port, just seems odd that it happens some days and other it doesn't happen at all. Might be unrelated but it did start happening again right after the newest OBS update.

EDIT just tried streaming and it didn't hold
