Question / Help Set permanent Audio/webcam delay

The past month or so I've been trying to get a capture card set up so I can stream console games, and two of the three didn't even work. The second one I tried was an Elgato, however it had such an insane delay it wasn't worth it to live stream. I'm not sending my third capture card back because I couldn't get it to work, so now I'm at the point where I don't care as much about the delay as long as I can get video.

The problem I had when I had the Elgato in the first place was the delay, and that setting my webcam up to have a delay was a temporary fix, the webcam would eventually catch up to live despite the fact that I gave it a buffer time. Is there a way to make it so my webcam and audio have a permanent delay so I can attempt to sync it with the Elgato capture? When I had the device I tried getting rid of the delay and couldn't and the delay isn't that big of an issue as long as the webcam and mic sync up with it since I'm live streaming.

Do you have "Use Buffering" enabled on the Elgato?

What are the other capture cards you have tried?

No, I had use buffering off, I also tried it ON with buffering set to 0, which seemed to help a few people but I was one of the many who that did not help.

I tried the Hauppauge HD PVR Rocket, Elgato Game Capture, and ExtremeCap U3

(Also yes I turned HDCP off on my PS4)
