Question / Help Serious problem

I've changed stream services and their servers in attempt to fix,restarted router and modem,directed into the modem itself, updated network drivers, deleted and reinstalled obs. still I have this huge problem, i run connection tests, perfectly fine connection,i can stream perfectly with xsplit or elgato,soon as I attempt with OBS it stated my connection isnt reliable enough etc. and drops to red square and flickers back to green and yellow every few seconds.

I asked for temporarily uninstalled.

Disabled doesn't remove the deep hooks internet security software put into the operating system that can still interfere while the program is supposedly disabled.

from looking at the code in the link above its safe to assume its not my anti-v and security software.

already have, when i said disabled I mean disabled as its non existent, pulled completely and uninstalled. it changes nothing. I think its just obs itself.

What bitrate are you using in xsplit and the elgato software?
