Question / Help Second PC for Local Recording?

Hi all, I’m looking to build a second pc dedicated to local recording. My pc I have now almost does what I want but suffers in performance at times. So my question is, what specs would a second pc need for local recording? Do you think I even need a second pc with the specs of my first? I mainly want to record Onward, a VR game.

My gaming pc specs are;
- MSI GTX 1070 8gb Gaming X
- i7 6700k
- 16gb Ripjaw DDR4 Ram @2666mhz
- Maximus Hero VIII
 
State a maximum price you're willing to pay for this.
In terms of how much power you need, well I have an old AMD FX8350, GTX 970 4GB, 8GB DDR3 and I can just about stream PUBG at 1080p.... Using the GPU as the encoder though.
