Second camera will not link to OBS

Hey, new to this and In need of help.
I have 2 Logitech devices connected to separate USB ports. Both cameras work.
When I’m in OBS only one will work at a time.
if I open another OSB window the other camera shows up.
To be clear:
Both cameras are running at the same time but both will not open in the same OBS window at the same time.
Help!!!!!

edit: running Windows 10.
 
Webcams (USB2.0 webcams specifically) have an issue when it comes to the required bandwidth needed to operate. A single webcam can easily use over half the rated 480mbps of USB2.0, so connecting two of them to the same host controller is not guaranteed to work.

The bandwidth limitation is per host controller, so the only guarantee is to connect them to separate host controllers to ensure they have the necessary bandwidth to operate without conflicting with each other.
