Question / Help Screen tearing when Streaming CS:GO

I need help!

I just upgraded my computer from a GTX 560 ti too a GTX 970 just for streaming, but now when I got everything set up I have problems with Screen Tearing. The FPS also goes up and down from 200 to 250, I have 299 when I play normal. What is the problem?
