Question / Help Screen tearing, best settings for me?

i recently upgraded to a whole new computer

I5 4670 @ 3.4
16 gig ram
Radeon 1gb 7770

Now the issue I'm having is I was trying to go 1080p 60fps but got major tearing issues. I kept lowering it down until it stopped at 720p 30fps.


Settings

2800kb bitrate: I have 50mbps down and 50mbps upload
Ultrafast - I get too high court encoding warning if I go lower

I'm streaming using an elgato hd60 with an Xbox one.

Also when I go into task manager my cpu load is only at 50%
