Question / Help Screen Size

Not sure how to word this, but how can I scale a screen to move on the x-axis (right and left) without adjusting the y-axis (up and down) at the same time?

Holding Shift while resizing will unlock aspect ratio :)

I think he just wants to move it to the left/right without having it move up/down, admittedly an annoying thing
