In what way is it flickering? The OBS preview flickers? The game flickers? Your entire monitor flickers, even out of game? Does it only flicker once you start streaming, or when you preview? Or any time OBS is open at all, even when not streaming/previewing? What game are you trying to stream? Do you have a video of the problem? My screen is flikering when I simply open OBS, doesn't matter if I'm streaming or not, and that's not happening in game if I enable vsync.

Well, it's not obvious but is still something.
