Bug Report Scene Buffering Time ignores profiles

The Scene Buffering Time setting in advanced appears to be global rather than profile specific. I noticed this because Twitch and hitbox have different recommendations for this setting, but you have to manually change it as changing profiles has no effect on its value.
 
Twitch and hitbox don't have recommendations for that setting. They probably just listed the defaults at the time of writing.

This is incorrect, hitbox specifically label theirs as a recommendation.

Recommended Stream Configuration

Advanced Settings:
Scene Buffering Time 700 (ms)
 
700ms is the default, 400ms is an old default. The setting has absolutely nothing to do with what streaming service you use.
