Same settings, same setup, same everything but Youtube sometimes only gives 30fps video instead of 60fps. Logs inside

So as the title says.
It's these 2 streams and their logs.

60fps normal:

Why is this happening? It's not the first time but i only now started testing streaming so i don't know everything.
