Question / Help Rubberbanding at different location with same up/down

I'm able to stream easily at another location that has the same up/down (11 upload/85 down) and ISP (Comcast) as me without issues. I come home, rubber-band on CS:GO the whole time. Would changing my cable to cat6 from cat5 benefit or fix the issue? We've had Comcast come out and check everything and it was all "ok". I've been at a loss of what could be the issue.

No fps drops, only this weird rubberbanding.

Intel Core i5-4690K Processor 3.5 GHz
Nvidia GTX 970

bump.. attatched log files. Cat6 did not do any improvements. I'm at a loss of what to do from this point. Been having this issues for over a year. If anyone has any ideas or suggestions I'm open to them.

Try open windows command and do: ping google.com -t (ctrl+c to stop) and maybe start streaming while pinging.
You may also try pinging router or modem to check just the ethernet connection.

If the ping is all good at less then 100 milliseconds and still have in-game lag, try different game server?
