RTX 3090 encoder lag

I'm running OBS 26 in admin mode. I'm noticing some games, including watch dogs legion, flight simulator, and assassins creed valhalla seem to have significant encoder rendering lag causing frame drops. This is resolved using cpu encoding. I believe they has previously fixed gpu prioritization so that OBS was first but it seems bugged on these titles. Anyone have any suggestions? Seems to happen regardless if I turn it down from max quality or if I disable psychovisual tuning.

Confirmed disabling OBS preview window fixes it. I wonder why it's acting up again now, not really sure.
 
I tried disabling browser source hardware acceleration as I wondered if that was cause, but it didn't seem to help.
 
Worth noting I get this FPS render lag even when I'm not recording or streaming. Truly bizarre. I wonder if something got corrupted with my install along the way.
 
Turning ON hardware accelerated GPU scheduling seems to have fixed my issue. Which is truly bizarre, I wonder if on my system its actually broken and reversed.
 
Also tried rolling back to previous OBS clients. No luck. I am running in admin mode, but it seems to continually lag when the OBS Preview Window is on. Turning on hardware accelerated GPU scheduling fixes that, but my understanding was that is buggy elsewhere.

I notice in Valhalla that having OBS running (even in background) is greatly reducing in game FPS by upwards of 30-40%. Seems like it's enforcing a 60 hz refresh limit. Still trouble shooting this...
 
There is a significant performance penalty in Watch Dogs when I run OBS. I tried it with NDI as well and experienced the same hit so it does not seem limited to just OBS.
 
what about ur CPU? I had such problems a couple of years ago, that time I got CPU frequency drops and throttling
 
And maybe your GPU draws a lot of frame at the cost of full GPU load and there is no room for OBS inside ur GPU... but man, this freaking 3090 should handle that.
Try to lock ur framerates in games at 60, just for test.

Yeah, so far I notice this issue in Legions, Valhalla (same engine?), and Microsoft Flight Simulator.

Locking frames to 60 does appear to solve the issue - but weird thing is I'm only seeing my GPU at around 95% utilization in Valhalla, so I would think OBS would be fine with remainder.

My CPU is a 9900k. Switching to CPU encoding alleviates the issue entirely.

This feels very similar to the issues I had before the Windows update that allowed asynchronous refresh rates on monitors when using OBS that came out this year.
 
Asynchronous problems caused just visual lags, but not frame drops in OBS... they were but OBS did not see any problems. If it's the hardware so OBS will show you.
If you think it's an asynchronous one so move ur OBS on the 144hz monitor and try.
And what about ur GPU temperature? is it ok when it's overloaded?
 
And did you test your power supply unit? is it ok for your 3090? Cause it eats a lot of power
Its fine. Its hot a hardware issue. As soon as I turn off OBS my valhalla fps climbs into the 80 to 90 range at 1440p ultra. For whatever reason the encoder keeps lagging when obs window is on.

I should note, I had same issue with my 2080ti previously in Flight Simulator. I thought I was getting GPU constrained, but it appears this is some other issue.
