Question / Help Ridiculously long delay on all streams

I have been trying for a week now to figure out all this stuff on my own and no matter what I have run into, have yet to figure out a solution.
I've been getting nearly a minute delays on streaming on YouTube even if they're very lowkey games. I have been trying to show some things to friends and just cannot get it to work for the life of me. I'm pretty much ready to give up all hope but decided to ask the people who would know best first. Any and all help is appreciated, thank you for your time.
I have an i7-6700k with a GTX 1060 6GB.

Maybe you can try with "Enable new networking code" and "low lantency mode" (Advanced setttings)

Also test with other streaming service like Mixer or Twitch to compare the results

I consistently stream on Mixer with a delay of about one second.

YouTube also has settings for latency, make sure you have it set to the lowest.
