Question / Help Ridiculous fps fluctuations

So I recently got a new gfx card, 760, to go alongside my 4ghz amd cpu. Now for some odd reason, i get insane fps drops, beyond anything that should even be imaginable.

Tf2 when i'm not streaming is anywhere around 300-400 fps
streaming I get 80-120, but I'm getting insane dips of 20fps, for what seems to be no reason.

I use OBS to stream to twitch.tv, I close everything I can to get maximum performance out of my tf2 and my stream, but the problem persists. I've tried reinstalling my card drivers and my OBS, with no luck.

Using monitor capture + aero ON will lead to that issues
Stop using monitor capture for games, is the worst capture method. Use game capture whenever possible

My bad, didn't see the link to your first log. Does capping your in-game FPS using the fps_max command help at all? Try fps_max 120.

The problem persists even after setting a max framerate ingame.

I did some poking around at my processes, whenever i get an fps drop, my CPU usage spikes to 90%+, with obs taking up over 25% of it.

around 25% sounds relatively normal for OBS while encoding, I would probably try seeing what's taking up that other 75% instead.

I did, it's all on obs's end. I see it's cpu percentage spike up super hard whenever i get a framerate drop, not any games or anything.

That was specifically what you had said, perhaps you might want to reword that a slight bit? Because I'm honestly confused, is OBS using 25%? or is it using 90%? OBS (or more specifically, x264, because that's the encoder OBS uses) doesn't use 90% for 720p 30fps streams on a system with 8 logical cores with the veryfast preset, even when encoding a complex image. I just did a test right now and I couldn't really make OBS use more than 35% at 720p 30fps, and I only have 4 logical cores.
