Replay lag after no hardware/setting changes

I used to have fluid clips on default (maybe) settings. I didn't change anything and now my clips are lagging pretty badly. I edited a bunch of settings and tried changing everything but my clips are still lagging. I'll list what I tried below along with my hardware.

I linked 2 videos. The 1st video shows what it used to look like and video 2 shows how it looks like right now.


Mind you I clip more than just OSU, ALL of my clips have been good quality and good fps for probably a year or two.

I should also mention that I have not changed anything in game and idk if it matters but it looks fine while playing, always has.

Troubleshooting:
I tried all recording encoder settings (messed around a lot with CBR and CQ P)
Tried switching scenes, lowering replay buffer time, changing sources
Tried all the presets and I made sure my resolution is the same.

Hardware:
Evga 3080 ftw3
3800x amd processor
32g ddr4
-rest should be negligable but my cpu cooler, harddrive, power supply & little things are up to standard

I just switched to shadowplay. Everything works fine. Tried reinstalling obs and reset to default settings. Couldn't get it working.

Another update. OSU, the game I had problems with was the problem. Unlimited FPS (which was always on) made it lag. Also, shadowplay sucks
