Question / Help Replace my processor or buy a new computer?

Hello, I currently have a AMD Athlon II X4 640 processor. My first question is: Is this processor able to handle a 720p 30 fps stream?
If not, I want an I5 intel processor. My second question is: Should I replace my AMD Athlon for a I5 processor, or should I buy a completely new computer with I7 BUT I will buy it in a year or so? I wanna save money so I considered replacing my curreny processor, also I dont want to wait a year or 2 for a completely new computer.
Then I have one more question: When I have a new processor, will it fix all the stuttering? Because I got 40 upload and 40 download speed.

second no: you can't drop in an i5 for your amd ... different board (lga 1155 for sandy/ivy bridge or 1150 for haswell) required ofc.

Is it possible to buy a motherboard with I7 intel and then replace my motherboard? Also, My videoadapter is a AMD Radeon 6570, Do i need to replace this too to be able to stream 720/1080p? Feel free to reply, every reply helps! :)

if you want to upgrade to an i7, you will need to buy a new motherboard too. Your graphics card should be ok. Also, if you dont have DDR3 memory in your computer, you will also need to buy that too.
