Question / Help Repeated Frames in Local Record Mode

I've been having an issue where frames when viewed in premiere pro seem to be repeated every half second or so at odd times. I'm not too sure why this is happening but it causes a lot of problems especially when i try and add motion blur for youtube so it looks smoother. any ideas on this? it ends up looking quite choppy.

Not exactly sure, but a couple things to try:

Set your key interval to 5 seconds instead of the 1 second its using now.
Set your preset to High Performance instead of Low Latency High Quality
Lower your bitrate a little. For 1080p30, 20000 should be much more than enough, you shouldn't need 32k and change, as you have it now.

08:04:58: Total frames encoded: 182011, total frames duplicated: 3598 (1.98%)

I'd like to see this number drop to much less than 1% considering its the NVENC encoder. Preset will probably have the biggest effect, the other two things may help a little. I'm hoping these duplicated frames are the source of your choppiness.

although i am trying to avoid the high performance option because it looks kindof aweful

Is there somewhere i can see the differences in performance and stats in the NVENC presets? As I'm not sure how it would hold up
