Question / Help Render help

So I know I could post this on another forum that mainly talks about sony vegas, but I felt like asking here as the problem only occurs when I record with OBS and not Fraps or Mirillis Action.

So when I record I use these settings:

[Audio]
MuteDesktopHotkey=0
MuteMicHotkey=0
PushToTalkHotkey2=0
PushToTalkHotkey=0

When I render with Sony Vegas I use:
1280x720
60 FPS
I tried setting a variable bitrate above the recorded bit rate of 10,000 at a max of 12,000 and an average of 11,000
I've also tried constant, nothing changes

Now the end product has small sections in the video that are distorted, not choppy, but distorted. It's not the whole screen, just a tiny section, but it's enough to were people would notice. It looks like this:
das.png

So basically these two sides, right and left, are from the same video. The left is a normal frame, the right well distorted.

This is all after being rendered. Before it looks fine. It seems to become distorted in things that are tiny movements such as the hearts and blue star which both are simluating a beat, heart beat as in being alive.

Any way to smooth this out and remove this? I'm sure I can't be the only one.

The reason I want to use OBS is because of it's ability to change settings, not just FPS like fraps, so I can change the quality, but have smaller files.
