Question / Help Red Dot Stream Connection

I am currently using a new gaming laptop to stream, however the connection is always in red. I was using the desktop PC to stream at 3 days ago which is having a similar spec and same setting, but it was not having any problem.
Here is my Spec of the laptop:
CPU: i7-8750H
Graphic Card: GTX 1070 8GB GDDR5
RAM: 16GB DDR4

Here are my Setting of OBS:
Video Bitrate: 2500
Encoder: NVENC
Audio Bitrate: 160
Base (Canvas) Resolution: 1280x720
Output (Canvas) Resolution: 1280x720
Downscale Filter: Bilinear
Common FPS Value: 60fps
