Records when I press the "Start Recording" button, but not when I use a hotkey

Ever since I got my new computer, for some reason OBS doesn't respond well to when I use hotkeys to stop and start recording. No matter what hotkeys I choose for stopping and starting, it does not work. When I start recording via hotkey, it gives me this message:

And I can only start recording by actually clicking the button. When I try to stop recording using the hotkey, it doesn't give me a message, but it doesn't do anything, either.

I tried assigning hotkeys to other functions, and they work just fine, it's just stopping and starting that's the problem. I updated OBS, I reinstalled my drivers, restarted, and ran OBS as an administrator, but nothing works.
 
Can you please upload/attach in the forum (button bellow) a log file from a test using both ways to record, pressing the button first and then using the hotkey. At least 30 second recording each one.
Make sure the record hotkey is properly set.
