So over a few months ago when I last used OBS, there was no problems with my records, they were smooth framerates and little to no stuttering in the recordings, but since yesterday and today when i've tried to test some recordings, I noticed that there is an extreme amount of choppiness and stuttering in my records for some reason.

I've tried changing presets and encoders but it's been the same kind of choppiness and I can't figure out what's going on.

First, update your OBS. You have an old version that has a broken auto-updater.
Then, according to your log, your recordings are fine. Did you try with a different media player? How does it look with VLC or Media Player Classic?

Yeah I tried it with VLC and media player, i'll update OBS and test it

Side note: Keep in mind that you're recording using CRF so the bitrate can jump around and almost all media players (including VLC) can't handle playing back video files with a large immediate variance in bitrate. If you load the file into a video editor and step through it frame by frame, does it look correct?

If so, then the file is technically fine.
