Question / Help Recordings have Random moments where sound and sometimes display act up (have video of it)

Hey guys,
So I have been practicing streaming with local recordings and have come across random moments at times when the sound and sometimes video buzzes and acts strange. I believe it would be called stuttering as the stickied post mentioned, however I don't believe my settings are too much for my internet or laptop. Perhaps I misjudged something, but read the main guides.

Here is an example of what happened (mind you, it has never been that bad before, actually was recording for an hour, stopped, then left it on preview scene when this started). This has happened briefly during a recording but very brief, never this bad, and yes I always have music playing through soundcloud. But I do want to make sure this never happens when I am actually streaming.

I did a speedtest right after and it was fine.

Then started previewing again and it was back to normal. (Just in case you wanted to see)

So I actually don't know which log it was at that time as there are a few (I narrowed it down to 2 logs, I honestly cannot tell which is the right one from looking at them, I greatly apologize)
The first log is most likely where the problem may lie, but just in case the 2nd log is there.

Perhaps I should downscale to 480p to keep the 60 fps, as I have downscaled to 780p already?

I apologize for not being super familiar with the advanced portion of computers, I did read all the quick and overview guides which were very helpful.
i'd like to learn why this happened, as I thought my laptop could handle it.

P.S. If I can, I would like to continue playing music while streaming/recording, and also keep 60 fps.

edit: lowering bitrate to 3000 and buffer to 3500 wouldn't help correct? As the upload speed should be decent enough to handle 3500 bitrate and 4000 buffer?
