Question / Help Recording With OBS (Videos seems to be blurry)

Hello. I was recommended by a friend to use Open Broadcast Software as a recording program. At first I was very hesitant but after a few videos tutorials I was convinced OBS was for me. After I uploaded my videos people would said my video quality was pretty poor, and i honestly don't know why. I am using the same settings I see other people use yet my videos turn out very bad. Here is a example:

I want to produce the best quality I can with my setup. Here are my pc specs:

-Intel Core i5 3570K @ 3.40GHz
-8.00 GB Dual-Channel DDR3 @ 800MHz
-NVIDIA GeForce GTX 760
-466GB Western Digital WDC WD5000AAKX-001CA0 ATA Device

To DO:
- Quality Balance: 10
- Max Bitrate: 1000
- Buffer Size: 0
- Resolution DownScale: 1 = 1080p
- FPS: 30 or 60 (Why 110????)
- Process Priority Class: Normal
- Scene Buffering Time: 400
- Encoding Profile: Main
- Keyframe Interval: 2
- Custom x264 Encoder Settings: Crf= 15 (number 1-20, 0 is avalaible but no use, 20 is lower quality, 1 is best quality but big file)
- Disable 'allow 61-120 FPS' no interest except for 3D

I did however have to downscale to 720p because my hardrive could not write fast enough. The reason I record in 110 fps is because I render in sony vegas using smart resample, which makes the motion blur much more smooth. I switched to 60 fps.
