Recording/streaming fps very low

my stream/recordings fps are really low. Like 1-2 fps type low. I’ve tried everything. Different settings and all. Yet I can’t seem to figure it out. My specs are
I-7 13700f
Rtx 4060ti 16gb
16gb ddr5 ram
I was able to stream and record on a amd athlon x4 640 and gtx 1060 ti so idk why its like this. Please help.
