Question / Help Recording/Streaming FPS Issue

I'm having an issue with OBS where when I try to record or stream with it, for all games, the FPS counter on OBS displays somewhere between 30-45 FPS. This causes the video to become all choppy and unwatchable, especially since the game I'm recording/streaming is running at 60 FPS. I never used to have this problem before, this only started recently.

I'm recording at 1080p@60fps.
My computer specs:
i7 4790k
gtx 970

I monitor both the gpu and cpu usage and it never peaks above 70% usage. It's just odd that I can play the game buttery smooth and have CPU/GPU power to use for OBS, where OBS is already using about 40% of my CPU power.

I'm using standard settings in OBS as well.

08:54:32: Total frames encoded: 2846, total frames duplicated: 732 (25.72%)
08:54:32: Total frames rendered: 2382, number of late frames: 261 (10.96%) (it's okay for some frames to be late)
High numbers of duplicate and late frames are not good. It's worse when you're getting these numbers when using the ultrafast preset. It usually indicates a major problem with the system (in some cases it's the video card's pci-e mode)

Using a custom buffer size AT ALL while streaming is also not a good idea.

I very much appreciate the help. It seems that once the total frames duplicated and late went down, it remains at 60 fps when streaming. I wasn't aware of the custom buffer size as well, thank you.

Also, I was a bit frustrated at it so I decided to restart my PC... after about like 2 weeks of no restarts. That definitely cleared up EVERYTHING. I didn't change much and it seems to be working flawlessly now after the restart, haha.
