recording shows first frame only, audio records fine

I am trying to record my webcam and my 2nd screen in 2 separate scenes, switching between them. When I record, the video plays without moving in VLC and REALLY CHOPPY in windows media player, while the audio plays just fine.

My video settings are attached, as well as my capture settings.

I have no intention to stream, only record my screen/cam. Interestingly, if I upload the same video to Youtube, it is able to fix the video playback - and if I download it from there, it plays just fine... when I record videos with my W10 camera app or camtasia, everything is fine and all other mp4 and other file formats play without a hiccup.

Update: this happens with ALL and ANY file formats. This does NOT happen with recordings from Camtasia which capture both my screen and my camera - so I am sure it is something with OBS and its settings. One more observation: when I select 1080p60 on youtube with my uploaded video, it acts THE SAME way on youtube, too! But when I download the video from youtube, it works fine.
