Question / Help Recording Settings?

I'm having trouble with my settings in OBS 64 bit. I used the wizard setup for recording and it chose the best settings but whenever I upload something to YouTube it drops the quality to 360 instead of 1080 or even 720. It keeps a steady pace of 60 frames recording and the gameplay looks fine until its on YouTube. My computer Specs are Intel(R) Core(TM) i5-7400 CPU @ 3.00 GHz 3.00 GHz, 8GB of Ram which will be 16GB by next week and a GeForce GTX 1060 3GB Graphics card running Windows 10 64 bit. In my settings the Recording Quality is High Quality, Medium File Size, it records in mkv format which I remux to mp4 and I encode it using my graphics NVENC. The video settings are 1920x1080 for base and Rescale, Downscale is set to Bilinear and a 60 FPS value. Any help or suggestions?
 
That should just be until YouTube finishes going through all of its transcode steps. Do the video files look okay when played locally on your computer? Did you check the YouTube video immediately, or did you wait a few hours after the upload finished? Did you manually check the YouTube quality setting to see if higher levels were available?

I had checked about 30 minutes after, I got it sorted out my CPU was having issues so it dropped the quality. I fixed it though and now they're back to 1080! Thank you for telling me about YouTubes upload starting at 360 though and then uploading the other qualities, I didn't know that before now!
