recording not at 60 fps

Ive been trying to capture game footage but it is not at 60 fps despite video settings being set at 60 fps. ive tried lowering recording settings and resolution but nothing help. ive made sure my fps in my game is set to 60 aswell and that my graphics are low. im not sure what else it could be.

after some more tests performance is fine in task manager but the recording is still stuttering. tried some less intense games (roblox is the best i could find) but it still stutters. please reply if any more information is needed.
