Recording Modern Warfare via NVENC results in Low Framerate video

We’ll, I’m stumped. I have a fairly high end PC - 5900X/2080ti/64GB RAM, but when I try to record Modern Warfare gameplay, I get a great picture quality… at a very choppy 20-40 FPS. The game runs fine and I’ve spent all day watching any YouTube video and screwing with every setting under the sun to get it fixed, but no matter what the result it the same. To make matters worse, OBS data is showing 60 FPS, next to no dropped frames and nothing about GPU overload.
