Ok I take it if you want to record 720 60fps you need either a gtx or rtx graphic card be nice if obs help poor peeps that can only afford a out dated nividia gt 730 graphic card.
 
No, you can record 720p60 or even 1080p60 on an old GT 730. The on-GPU tasks tend to be very minimal, unless you have a very complex scene with a lot of 'heavy' sources like Browser Sources, or load on huge media files that will eat up all the VRAM.
If you just record using a Game Capture, it shouldn't have an issue.

Run OBS as Administrator.
Set Output mode in Settings to Simple.
Set Recording Quality to Indistinguishable.
Set Encoder to x264 Low-CPU.
Never record to MP4, record to MKV or FLV only. If you need MP4s later, go to the OBS File menu, and Remux Recordings.
