Usually, that means that you need much better PC. Recording is resource demanding task.
Sometimes the Custom FFmpeg output with the MPEG2 encoder can do the job (recording only, no streaming):

Please post a log with your issue! Here's how...
OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

your PC is underpowered for this task.
Your system is below minimum specs for OBS to run and is too underpowered to livestream using software encoding. Livestreams and recordings may run more smoothly if you are using a hardware encoder like QuickSync, NVENC or AMF (via Settings -> Output).
i enabled QuikSync ant the fps is now good but the quality of the vid is still bad what do i do?

in this case, i am not sure. are you trying to stream and record and the same time?
edit: there may be nothing that you can do, the computer just may not be up to the task at all, if that is the case, it will require a new pc. or new hardware at the very least.

i was hoping that was not the case.
turn off Game DVR in windows, see if that helps any. (Settings -> Gaming -> Captures)

unfortunately, at this point i do not know of any other options to lessen the load on the system. your computer just does not have enough power to handle what you are asking it to do.
My pc is acer aspire 3 and i think it is powerful enough sience it can record 120fps and cood quality with windows gamebar

the number of tabs open has nothing at all to do with the specs of your computer. if you are able to record quality video with the windows game bar then i suggest that you do that then upload the video. you will not be able to game and livestream with the system as it sits, at least not with OBS. good luck.
