Question / Help Recording is always choppy no matter the settings

No matter what I do, my recording is choppy. I used to have OBS a couple years ago on this same computer and it was fine. In recent versions however, it is just choppy and I can't seem to fix it.

I looked over some posts and I tried this video: https://www.youtube.com/watch?v=CbYMEOYonbo

And it still was the exact same despite me changing everything. It is like something is physically preventing OBS from affecting my PC and it is stuck on some default settings.

Processor: AMD Fx(tm)-8310 Eight-Core
Ram: 8.00 GB ram
64-bit operating system, x64-based processor

Graphics: AMD Radeon R7 240 2GB

Windows:
Windows 10 Home
Version: 1809

Going to need a longer recording attempt than what's in that log -- that's only 4 seconds of recording, and OBS didn't report any kind of lagged frames.

A few notes from what I can see though... you have game mode on, which could be causing issues if you're running into rendering lag. You can turn game mode off by following these directions.

You also had some funkiness going on with your recorded framerate. Unless you have a very good reason, you should normally always record to either 60fps or 30fps. Recording to 48fps is going to end up as a jittery mess except in a few very specific scenarios (and even then, most people playing it back won't be able to play it back smoothly).

Make sure you're pulling the correct log file. That one has 35 minutes of game capture hook log entries, followed by program close. No recording/streaming attempt.
