Question / Help Recording gets pixelated when moving fast.

I get a very blurry image when a lot of stuff starts happening in my recordings. I'm not sure what to do. I've tried many things but nothing works. I also use a Elgato HD 60 Pro with obs studio to record my gameplay. Look at my past video on youtube to see it https://youtu.be/2N1nnkJZzPI?t=201 . I have a 7700 and a RTX 2080.

Don't use MP4 and don't use CBR.
Change the rate control to CQP, set the CQ level to 16, and set the output format to mkv.
