Bubbles the griz

I been trying to record gameplay footage from my ps4 with a capture card but get this weird "effect" with frame isnt lined up (for lack of a better way to describe it)
is this a software issue or is it my capture card
these are 2 sceenshots of the footage (in the 2nd image its around the shoulder area)
in the captured video the output settings are on basic and the default options it started with, the video resolution is 720p (for base, output and my ps4 settings)
i did try tweaking some settings like increasing the bitrate but that made it worse
i hope this is all the necessary info, just ask for any info i didnt put
