I'm looking for the best settings to strictly record video as I'm new to obs.
when I do record a video my in-game fps doesn't drop but my recording will make your eyes bleed, and
I looked through some of these threads so here is a log of the recording.

You have mostly encoding lag, that means your CPU isn't able to support both your game and the encoding with x264. x264 is very CPU-intensive.

Go to Settings->Output->Recording tab and change the encoder from x264 to nvenc. Set rate control to CQP and the CQP value to something between 15-23 (lower values means better quality). Nvenc is a hardware encoder on the GPU and literally uses no CPU resources, so you should have full fps in both your game and your video again.
