Recording coming out blurry and never had problem in past

Hello!
So, I have been having some trouble with OBS. So, I stream to Twitch, and the VOD on their website always looks crisp and clear, but the moment I export the VOD from their site, it is always blurry and pixelated on YouTube.

So, I thought to record using OBS and stream and then upload the video saved to my computer. Well, the recording that is saved to my PC is also pixelated and blurry.

I think I have maxed out the settings, but I might be missing something. When I played VALORANT about two or three years ago, I never had a problem with my recordings, and recently within a year, I recorded overwatch and also didn't have blurry or pixelated video. I am wondering if I missed a setting or if there is something causing this that I may have overlooked.

Help would be much appreciated, I want to keep using OBS, but just been having some trouble.

I will try to include as much info as possible and I will take some screenshots below.

I am also running at 240hz at 1080p and here are some of my specs below:
GPU: RTX 3090TI STRIX AOC
CPU: Ryzen 9 9950X
RAM: Corsair Vengeance 128 GB
Motherboard: MSI MEG X870E GODLIKE EATX AM5
Storage: 5x Samsung SSD 980 Pro 2TB

You need to record a separate stream in CQP 20 at 2048x1152 60 fps. Don't ask me how it works, it's too long to explain, but I guarantee high quality on YouTube.

Switch to NVENC H.264 instead of HEVC.

Twitch does not recode VODs. The quality you have on your stream is exactly the same in VOD.

Switch to NVENC H.264 instead of HEVC.

Twitch does not recode VODs. The quality you have on your stream is exactly the same in VOD.
I am heading to bed now cause it's 3 am, but will try this in the morning. How would I go about setting it to 2048x1152 in CQP 20? or does switching to NVENC H.264 already do that?

I figured out how to set it to CQP 20, but still need help setting it to 2048x1152

Just tested it out and the recording is so much better! I couldn't set it to 2048x1152, but I tested it on The Finals just now and the recording is just BUSSIN
