Bug Report Recording bug, first frame of most recent video shows last frame of previous video

We've run into an issue where successive recordings include the last frame of the previous recording as the first frame in the video. Looks like there might be a frame buffer that's not getting destroyed/reset between recordings. We're using OBS 23.0.1 with obs websocket 4.5.0 plugin. We've noticed this issue consistently across videos and it occurs even if there's a significant amount of time between the previous websocket stop recording cmd and the current start recording cmd.

Recording settings:
Output Mode: Advanced
Type: standard
Recording Format: mp4
Encoder: NVIDIA NVENC H.264 (new)
Rate Control: VBR
Bitrate 20000
Max Bitrate 25000
Preset: Max Quality
Profile: high
Look-ahead: enabled
Psycho Visual Tuning: enabled
