Question / Help Recording at 240fps and smart resample issues

So for the past couple of days, i've been trying to record my minecraft gameplay in 240fps since my pc seems to be handling it well and the reason being is so i can enable smart resampling in sony vegas so I could potentially have that smooth motion blur in my videos. Here's the problem though. Once i render my 240fps videos to 30fps, the blur is not as smooth as i thought. So my suspicions were because i just can't record my game at 240fps, so i tried recording my desktop for the same effect, but still, nothing. This is what the blur should like and this is what mine looks like, as you can see in the videos, my cursor shadows seem to be spaced out a lot more and looks way choppier than the other person with the identical obs and render settings. If someone does know how to fix this please let me know

Ryzen 5 2400G
NVIDIA GTX 1050 Ti 4GB
8 GB DDR4 Ram
2 TB HDD
240 GB SSD

As you can see in the logs, i've tried tweaking multiple settings from the encoder to resolution scale and nothing worked for me
