Question / Help Recording @ 60FPS, However Videos Not Coming Out As Such

So as the title suggests, I have settings for 60 FPS [1920x1080] on my OBS, however videos are coming up average 45-48 FPS. While recording, I never go above 3% CPU usage, and the frame rate displayed next to that always stays at 60. What's the potential issue here?

GPU - R9 390
CPU - R7 1700

Without a log, impossible to say. Please provide a log.

However, the likely scenario is that you're overloading your GPU. Make sure you are capping FPS in your games that your PC can handle.

So the log states that the encoder is overloaded, but isn't the encoder pertaining to the CPU?
My CPU has always stayed under 3% usage, so how does it become so overloaded?

Because you're using the AMD encoder, it's actually your video card that is overloading, not your processor.

So use x264 instead?

edit: Yeah, that fixed it. Now my CPU is actually going up to 10%-ish lol.

dropping preset to balanced would probably fix it.
quality preset is close to max on some cards and straight overloads others at 1080p60
