recorded videos and streams flickering

I have a problem with obs and its variants, that when I record a video or do a live stream, the image keeps flickering, and I've already formatted my PC and this bug doesn't go away, I've even tested it with other versions of Windows, Windows 8 and 11, and this also occurs on these systems, it is not a problem with the video card, because I already tested the card on my friend's computer and this did not happen, I even re-recorded the BIOS on my motherboard and still the The problem persists, has anyone experienced something similar, is there a solution for this?, and this started out of nowhere, it didn't happen before, it's as if the quality dropped for half a second, but it happens all the time

nevermind, i found an solution, if you had the same problem, basicaly put these commands in obs, it worked for me
