Question / Help Recorded Video occasionally looks terrible and then fixes itself?

The actual stream doesn't do this, but when I convert the recording so it can be edited and then play it back, sometimes it does this. The image is pulsing and pixellating, but only on certain shots. It's much more obvious when watching the video, but the forum won't let me upload a clip.

I tried changing converter settings (I use bigasoft) and no luck. Is it a keyframe problem? How do you convert your OBS recordings to make them editable?
