Latest version of OBS is 30.2.3
Update it.
streamelements plugin causes more issues and adds nothing useful. Completely remove it. Use the uninstaller they provide and then manually delete the leftover files they keep on %appdata%\obs-studio\ for no reason other than keep interacting with OBS causing issues. Now please uninstall OBS and reinstall it in order to fix any other changes this plugin may have performed in OBS. You can do this before updating and directly install OBS 30.2.3
You're using an RTX 4070, you should be using the latest nVidia drivers. The versions released after the driver you have includes various fixes. Unless you know about an issue that breaks something and only the actual version you're using don't break it.
To capture games is better to use game capture method, or window capture if for any reason game capture don't work, not display capture method.
Try a different setting on the encoder. CQ level can be 16 or 17. Change p7 to p6 or p5.
This way you can record at 1440p without the need to scale the resolution.
Make sure the other plugins you have are updated and compatible with OBS 30.2.x
And finally, watch the video using a better player than the one that comes with windows, like the recommended VLC.
