Record low quality and hanging

Hello,

i'm trying to record event at 720 the quality seems to be horrible and hanging, its not 60fps for sure.

here are the logs

i'm using Ryzen 7 3700x or 2070s nvenc, on both the problem exists

here is an example video that i recorded this afternoon, que quality should be 1536 * 864 60fps, but as you can see...its not

Please post a log with your issue! Here's how...

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

The recording settings look OK for 60 FPS, the problem is likely on Youtube's end. They most likely only support 60 FPS at 720p and 1080p resolutions.

But when I watch on my desktop the raw video...it looks the same as youtube.
 
@R1CH just checked that when I record using Shadowplay or stream using it, no problem found, the video is really at 60fps.

do you know what more should I check?
