Question / Help Recommended Settings/FPS issue

Hello OBS community! Snickurz here. I've recently built my PC from the ground up containing some flashy new computer specs! Here they are:

GPU(s): NVIDIA GeForce GTX 1070 and 1080. (I did some recycling from my old computer. :) )
CPU: Intel Core TM i7-8700k CPU @ 3.70GHz, 3696 Mhz, 6 cores, and 12 logical processors.
Download speed (courtesy of speedtest.net): 10-11 Mbps.

With all this in mind, I ran into a problem:

I've recently been trying to do my daily streams, but was unable today because of the spiking frame rates. We're talking frame rate going below 10 fps. A bit of a mess, hmm?
I've been trying to lower my bit rate, change servers, and lower some settings, but nothing seems to help. Would you guys happen to know what recommended settings I should be on? Should I update my router? I'm really going in hard with the streaming business. Don't wanna look messy when playing Metroid Trilogy.

To be able to give advice instead of guesses, we need a log file with a streaming or recording session of 5 minutes or more: https://obsproject.com/forum/threads/please-post-a-log-with-your-issue-heres-how.23074/

In case you build both a GTX 1070 and a GTX 1080 into your PC: physically remove the 1070 and only use the 1080. Having both built into your PC, each of them is reserving and using half of the available pci-express bandwidth, so one single GPU will not use more than 8x pci-e speed. This may lead into problems, if you are moving a huge amount of video data over the pci-e bus, for example if you are using many sources, a webcam, a capture card, use a high base resolution of 1080p and above, use display frame rates above 60 fps. Only if you have only one GPU plugged in, it is using full x16 speed.
