Here's my System Info.
AMD RYZEN 3 3200G | 2pcs - 8GB RAM | NVIDIA GT1030 for my Video Card. Im looking for a new GPU and if you have suggestion for my Processor if I need to upgrade also please let me know. Thank you.

Video cards starting with GTX 1650 V 2.0 based on TU116 and 106 chips and higher models RTX 2000, 3000 series are equipped with the most modern encoder. Choose any, depending on the needs of the games.

Does the amount of VRAM matter when choosing these cards? I'm looking to get the cheapest NVidia card as well to help with 1080p streaming at 60fps without dropping any frames. Going to upgrade my CPU also to either the AMD 5600G or 5700G.

GTX 1650 will read as a Encoder in Obs Studio?
Funny thing about the GTX 1650.. .originally they were built with older NVENC (pre-Turing.. Pascal?). There was a reporting that some more recent 1650 models *might* be the newer Turing based model. but... unless you can confirm in advance, or can return for full refund if not the case, going with the GTX 1650 Super and higher/newer ensures you'll get a Turing-based NVENC.
Older NVENC still works, but the price differential and likely lifespan differences make them poor values (from my perspective)... ymmv.
Personally, I wouldn't advise get anything older/lower than the GTX 1650 Super, but for value, I'd go with Ampere-based RTX 2060, as only slightly more expensive (new) but one can hope/expect a much longer lifecycle with such cards, and other features which can leverage new Ampere/RTX features. If you can wait until the RTX 4060 cards release, the 2060 GPUs should drop nicely in price
